Submission of Preapproved change fails due to Invalid attempt to insert non-encrypted

When trying to submit/create a preapproved change from the preapproved template, I get the following error.
Error Message
Invalid attempt to insert non-encrypted data into field: test_plan in table: change_request.
We have a number of fields that are edge encrypted and need to stay that way.
How can I have the pre-approved template submitted to the change_request table with the encrypted fields?
If I go the route of a Normal Change or even a standard change the form submission works fine.
