About "Fulfiller" license

I have created a custom role called "Fulfiller" by referring to the following information.
I don't see many roles as included roles.
Do I need to install the plugin as a prerequisite?
I'm working on a free development instance.

I would like to know the role to assign to a user with a "fulfiller" license.
This is to find out what the verification can and cannot do.
Since there is a lot of information, it would be helpful if you could provide the information source as well.

I also want a source for the information that "fulfiller" is only the "itil" role.
This is to give the source of information when explaining to your boss.

To be honest it is really hard to understand you. I recommend reaching out to your ServiceNow sales rep and discussing your licensing issues.

The ITIL role is for helpdesk and shoukld be used as "default goto" role.
