I have created a custom role called "Fulfiller" by referring to the following information.
I don't see many roles as included roles.
Do I need to install the plugin as a prerequisite?
I'm working on a free development instance.

what is your intention by creating a role "Fulfiller"?
Please note, that Fulfiller is a license type and NOT a role!

I would like to artificially create and verify a user with a "Fulfiller" license.
I know it's not a role, but I'm creating a custom role that manages all the roles assigned to users with a "Fulfiller" license.
