About "Fulfiller" license

I have created a custom role called "Fulfiller" by referring to the following information.
I don't see many roles as included roles.
Do I need to install the plugin as a prerequisite?
I'm working on a free development instance.

Add this role "itil" to add fulfiller role to the user.

The term fulfiller is used for license but when it comes to roles in ServiceNow you can provide this role "itil"
