External Staff with business_stakeholder role unable to view RITM details on Employee Center portal

We are trying to allow staff with only the business_stakeholder role to view RITM details on the Employee Center portal before they approve them.
I was told to add the of sc_request_read role but I don't have that in our list of roles in our instance.
Is there another way they can get the results shown below:
This is critical - they had the ability before using the Service Portal, but now they only get this view:
And if they click on the RITM link at the top, they get they are not authorized to do this.
I checked the ACL's as well, adding the role to the requested item read one, but still not working
