first_reported_by_task filter by active only

Is there a reason why the (Original Task) first_reported_by_task field in the problem form is restricted to active records only. I have of a number of use cases where a closed record would be the first reported record of the problem.
According to SNOW definition: Task that first identified the problem. In this case, it is the incident number from which it is being created.
Looking at the definition, it does not necessarily say that the task should be active. If I am reading this right, it should not matter if the ticket is closed or not?

that's OOTB behavior.
Since the UI action "Create Problem" is shown if INC is not closed which means INC is active
When you create PRB then logically it will show only active tasks
