How to keep the Add Widgets panel closed in my new Dashboard

I've created my first Dashboard, but the Add Widgets panel opens every time I open or refresh the dashboard. Is there a way to keep this from opening? I can't find any settings that relate to it.

Same problem MANY months later...

Take it out of edit mode, click on the "+" sign.  If you have it saved as a Favorite, remove it.  Add it back as a Favorite, widgets will now be closed! 🙂
