I want to create 'create new' module under case in csm workspace not in UI. when click on the module directly it will open case form? How can I proceed with explain step by step?

Why not train the agents to create Case using the OOTB List and then use New button
This will reduce customization and will reduce technical debt in your platform

I think the way this would work is not a module but when you click on the + icon for new tab, it can give you the option to create a new CSM record
