Query on using Demand Form

Hi after some guidance on the Demand Form and Out of the box functionality.

We have the current set up where we can select the Category but the Type is set to default, i can see that we have an ACL set up attached but trying to work out the logic of this and whether it is needed as upon removing this then works as expected although i need to determine what this is for and whether this was part of out the box configuration.

As i understand it when a Category is selected this then provides the option for Demand type and upon approval this is then locked down. 

The default are set to Strategic for Category and Project for type.

Any advise guidance much appreciated.
