Roles that can edit users

I create a report that indicates what roles does the users has but, what I want to know is which of those roles can edit users

 

Does only the admin role can edit users?

From an OOTB perspective, it is only admin that can manage users on the instance: https://docs.servicenow.com/bundle/utah-platform-administration/page/administer/roles/concept/explor...

If you experience that any other users also can manage other users on the platform, I would look into the ACL for what ever that has been created (non OOTB).

Users with the user_admin role can also edit user records, except for setting the Active boolean checkbox. The Active flag is read-only for a user_admin.
