state transition in problem form

When the state in problem form changes from new to any other state or from cancelled to any other state then work notes to be made mandatory. How to achieve this using UI policy as there is no changes option.

The UI policy won't work because its state has a static value, and here we need to compare the earlier value. So, it's better to use a client script.

can you please suggest the code for client script? as i have tried with client it works only one way
