User Criteria doesn't work

Hi there,
I want to restrict access to a portal page using user criteria, but this doesn't work.
I did below;
1. install plugin "Service Portal User Criteria Support"
2. check property : Enable use of User Criteria records instead of Roles fields for Service Portal entitlement
3. Configure "Can View" in the related list of the portal page and set specific user criteria, which has A group
4. user belonged to A group access the portal, but he can access this.
I have no idea what is the cause... I wonder if any other setting or ACL is interfering?
Please give me any idea.

Hi John,
Just to confirm, this is a user criteria applied to a page / widget as part of a portal? I'm not aware of being able to apply a user critieria to an entire portal, as portals just act as themes/wrappers.

Hi John,
Thanks for clarifying. Have you cleared your instance cache? Sometimes User Criterias don't apply straight away as they're cached. You can do this by going to /cache.do and using the clear cache option in top right.

Even though I cleared cashe, this incident still occurs..
Do you have any other idea?
