Not necessarily. Most scoped apps have a default user role just to have read access to the data. If you are deploying an app to allow 5000 people to make a request, and 100 people are servicing those requests, all 5000 may have a role to create and read, but the 100 that fulfill the request will need a license.
I hope that makes sense.

Sorry for too many questions
so i have some users to have access to update a table. they don't have any roles but i made the table to have access for every one does they considered to as full-fillers
