The short answer is no.
The longer answer is that there are no plans at present to replace Service Portal with a different product. Several products produced by ServiceNow rely upon the Service Portal framework, including that of the CSM Portal and Employee Center. These products continue to see ongoing investment, and maintain robust roadmaps with biannual releases for the foreseeable future.
A huge number of our customers continue to invest in their Service Portals, and thus we are committed to supporting them into the future.
But AngularJS is deprecated?
ServiceNow maintains its own version of AngularJS, which we plan to continuously maintain and enhance as required for the foreseeable future.
If you are interested in how we maintain the security and integrity of our AngularJS library, review the support guide here.
But what about UI Builder?
UI Builder is a page builder that uses the Next Experience UI Framework, which is built on web components standards that are similar to React. It is used in a manner similar to Service Portal, in that they both are used to build custom user experiences, however, as of today it is designed for use only in specific use cases. You can learn more here.
How can I modernize my current Service Portal?
The recommended approach is to invest in upgrading to Employee Center. It provides a superior employee experience compared to the previous base Service Portal (/sp) experience.
Employee Center is focused on providing a portal that serves all departments within your organization. Both the portal foundations and associated widgets receive continual updates to serve use cases you’re facing now and in the future.
See this community article for a FAQ on Employee Center.

Are there any plans for at least updating the library to the latest version 1.8.3?

@Eliza based on your comment, while it isn't deprecated. It also isn't being updated. Next Experience and UIB has a template for Service Portals, but with a warning (at least at the time of Utah) that it shouldn't be used instead of the Service Portal.
Safe Harbor warnings aside, it feels like there are some tea leaves to be read with respect to the Service Portal Classic! 🤔

@Adam Hutton Yes - Next Experience & UI Builder have some capabilities for building out portals that fulfill particular requirements, but aren't quite at parity yet!
Safe harbour is definitely key 😁 But you can rest assured that the current version of Service Portal will not be disappearing any time soon.

Hi @Eliza, tks for the post.
Another question:
Is there any chance that the JavaScript of the service portal will be updated?

Hi @Eliza,
I've only invested a small amount of time in service portal development.
If upgrading to the Employee Center isn't on the horizon for us, should I focus more work and attention on creating end-user (or non-process user) interfaces using UI Builder or the native Next Experience UI?
I've been thinking about switching away from the service portal because the login script and SAML authentication process seem to produce strange looping problems when a user logs out. Visually you can see the page bounce back and forth as the system switches back and forth between the script and the SAML redirect.
Thank you.

I should have read Brad Tilton's article first. It answered my question. I'm sorry for posing a question before doing all my research.
Best wishes to any readers. - Michael

Is there a plan to make custom UI components manageable from within ServiceNow
