end user don't have access to that link in service catalog.

I added a excel sheet attachment link in catalog form description, ITIL user can access the link but end user don't have access to that link.

I want they can access the excel sheet.

you can do one thing, you can add that excel file to the attachment table "sys_attachment" and in the description of the catalog you can add that as a link and in the link provide this:-"https://your instance name/sys_attachment.do?sys_id=SYS_ID_OF_ATTACHMENT" and put an open link in New Window

it will com like this and whenever user click on it the excel will get download
