Restrict view access to certain articles from KM Admins in knowledge portal

We have some sensitive articles where even KM Admins should not be able to view. They currently live in our Human Resources Knowledge Base under two specific categories. We already have User Criteria set up and a custom ACL written on kb_knowledge.text field. This ACL successfully restricts KM Admins from viewing the article body field on the correct articles in the Platform UI view. This ACL does not work to hide the article body when KM Admins view from the Knowledge portal. We have tried to change the glide.knowman.text.check_can_read system property to true, but this did not work. Since this did not work we are now trying to customize the Knowledge Article Content widget. We are aware of scoped knowledge bases, but since this may require additional costs we are seeing if we can make do with what we have. We are wondering if there are other means to restrict the KM Admins from viewing the articles under the two categories or if anyone has had the same/similar use case that they have implemented.
