Are business stakeholder licenses product-specific?

We intend to use App Engine to build a workflow that will interact with APM, ITAM, GRC, and VRM. Even working closely with our account manager, I'm having a difficult time understanding who needs what license(s).

I'm told that if process stakeholders need access to the status dashboard, they will require at least a Business Stakeholder license. Does a stakeholder license cover the whole platform? Or will my stakeholders need licenses for each product that's part of the workflow?

It's also my understanding that fulfiller licenses supersede business stakeholder licenses. But if my stakeholders already have GRC or APM fulfiller licenses, will they also need stakeholder licenses?

I had yet another meeting with our account manager and I think we’ve confirmed that a fulfiller license for one product does not give you stakeholder rights for other products, but a single stakeholder license does provide stakeholder rights on all products.

To make it short: Business stakeholder licenses are NOT product-specific, and you only need them for users who have NOT already a fulfiller license. In general, business stakeholders are able to approve/reject the related requests and they have read access to the related records of these records. But they cannot work actively on any task records. That's the difference.
