Can I know is there any way to create a report based on stages of playbook?

I don't think this is possible at the moment.

playbook context is stored in backend system table (sys_pd_context) and has State associated to it.

When you open that record in related list you will know the State of each Playbook lanes, activities with those lanes etc

what's the business requirement to report on that table?

The requirement is to create report in SLO to see the number of onboarding cases in each stage

I am not sure what SLO means.

But I believe I answered your question to some extent regarding playbook stages etc and guided you the tables for that.
