Chat Transfer to Queue with mandatory skills

Hi,
Looking to use quick action Transfer to queue to route to a different queue that has mandatory skills. The current issue is when a chat is accepted. If that queue has a mandatory skill condition to route to available agents. When accepting agent transfer the chat using quick action '/tq'. If the available agent expecting the transfer chat does not have the mandatory skill set by the condition for the chat, it will not route to the 2nd agent and work item is in 'queued' state. End user who initiated the chat is stuck with no message.
I am attempting to get it quick action '/tq' switch to the 2nd queue mandatory skill condition and not retain the 1st queue mandatory skill condition.
