How to configure default language to Japanese for Login Page in version Tokyo?

Hello All,
I want to configure default language to Japanese when Login Page is been loaded, and I have try to use the following solution but it's not working in version Tokyo. (It's working in version Rome)

Who can give me some advice or any solution for the case?

Yes, I have confirmed your information but it's also not working the default language can not change to Japanese when Login Page is been loaded. also show the english.
Do you have any other solution for case?

As mentioned in the above Link, did you check if you have the Translations Plugin installed already in your instance?

I have already installed "I18N: Japanese Translations" in our instance.
I have try to use the following solution but it's working on version Rome not on Tokyo.
Does it have any problem on the new version?
