HR Case watchlist - grant read only through ESC portal

With HR Case, the OOTB behavior is such that a non-roled user getting added to Comment recipients" [watch_list] actually grants read access VIA ACL. However, when trying to view from Employee Center, only the Short Description shows.
This is through the portal page "hrm_ticket_page".

I've compared the $scope.data of each interaction to try and find what causes the detail to go away but they're identical. So it's something else causing it.

In the effort of granting read only access to members of that watchlist, is there any configuration or light change anyone is aware of for the HR Application? (I understand there are HR security pieces to be aware of. quite surprised this isn't an OOTB config option). 
I did find a similar post, but they were specifically referring to adding the Watchlist members to the portal header of the ticket widget.
