Is it possible to modify the Message "Dashboard has not been shared with you"?

If a user tries to access a dashboard link with out dashboard permissions, they get a message that reveals the dashboard owner's name. We would like to modify this page and replace the line with the owners name with a link to a service request for access.
I did not find this page listed under System UI/Messages and did I find anything referencing this page under Performance Analytics.

We still have this "issue" - the permissions for dashboards are managed by a separate system that is linked by AD groups. I get at least a couple of people a month ping me for access for something I developed and it takes me a while to remember what this thing was that I wrote several years ago. It will get more awkward for people once I retire in a couple years' time.
