MFA via SMS not working

Hello, 

 

I am attempting to setup MFA with SMS following this guide: https://www.servicenow.com/community/platform-privacy-security-blog/multi-factor-authentication-with...

However, when I follow these instructions, I am still not seeing the SMS option while authenticating. I currently already have MFA turned on for Email and Authenticator apps, and this appears to be done through the Multi-Factor Criteria window. When I turn off the "role-based multi-factor authentication" record, I no longer need to use MFA to authenticate. 

I say this, because email and authenticator app MFA was working without enabling the default step-up MFA policy as the guide suggests. 

Does anyone know why this is? Have I configured something incorrectly? I ultimately want the "Authenticate via SMS" to display while logging in.
