knowledge manager not able to publish articles created by others

Hey -
i added the Activate the Knowledge Management Advanced Installer plugin last week og the week before -
now a user with the knowledge_manager role AND the manager on the knowledge base is NOT able to publish articles which was created by someone else.
the problem is that the publish button is not available when the knowledge manager has not created the article
Is anyone able to help me figure out why and how i change this?

which means only the knowledge owner can publish the article. However in our business the scenario is different, we have a set of different users to upload KA they need to see the publish button. Once article is moved from draft state kb managers will approve.
In iur scenario kb owner is not the one uploading the articles even after giving the kb_admin role to the users who have to upload ka they are unable to see the publish button
