Make the UI Page "system_properties_ui" read only for non admin role

Hi,

 

I have a requirement to make the UI Page "system_properties_ui" read only for non admin role, I have tried creating ACL for UI Page for create and write but its not working, can you please suggest how to achieve this requirement.

Are you referring to the UI property page, then this module is only accessible to users who have an admin role.  Or I am understanding wrong? Please provide a screenshot ti understand better.
