Will the "Next Experience UI" (Polaris) be mandatory for everyone at some point in the future? If so, when will that take place?

I highly doubt it will be made mandatory. It still has a long way to go as it still doesn't support the following:
Functionality not supported
These functions include:
- Connect Chat and Connect Support are not supported if you activate Next Experience. See Connect. To learn more about using Connect Chat with Next Experience, see Disabling Next Experience to use Connect in Classic UI16.
- Conversations linked to records. Comments and work notes appear in conversations in real time and users can update the record directly from the conversation.
- Drag-and-drop sharing of links, files, and records.
- Angular and JQuery are no longer available by default in custom UI Pages and UI Macros. To learn more, see KB1116237.
- Custom header menus are not supported.
- Live Feed is not supported.
- Guided Tours aren't supported in the Next Experience UI.
- The JavaScript console log isn't supported in the Next Experience framework.
-
ATF doesn't support these elements of Next Experience:
- Pages built with UI Builder, including pages with lists and form components.
- Configurable Workspaces
- Landing pages
Note: ATF still supports the CoreUI, including Classic Environment (such as classic lists and forms). Please mark helpful if this helps!

Hi,
As of now, the Next Experience UI won't be mandatory as that would mean ServiceNow would have to retire UI16 and more, which seems unlikely. In Tokyo, there will be a few improvements to the Next Experience UI, to make it even better than in San Diego, but again, won't make it mandatory. The post above has some good information, but outside of the features that are missing, even if ServiceNow had all of them in the Next Experience UI, it still wouldn't be mandatory, at this time.

It is not currently mandatory and while I think the end goal would be to have everyone on one UI we are a long ways off from deprecating. I would think even if we were to do it'll be far enough out that it shouldn't affect any of your immediate decisions.

Any idea if the new UI is becoming mandatory?
