Preview Update Set: "This update will not result in any action because it is invalid"

Hi,

we applied glide-paris-06-24-2020__patch6 to one of our non-prod instances and worked through the list of skipped changes in Upgrade Center. Review results were recorded in an update set. We then moved that update set to the next non-prod instance, which had been patched as well. When we preview the update set some of the updates are marked with type Warning and description "This update will not result in any action because it is invalid". The only available action is to skip those remote updates.

What does the message try to tell us? How can we apply all updates on the target instance?

We ran into this with ALL of our Customer Updates (Update Sets) immediately after doing a Rome upgrade.  I feel like something was not completely "done" with regard to the upgrade.

After panicking for a few minutes, we deleted all of the update sets and re-imported them (from update source).  That caused the warnings to magically go away.  Don't know what the root cause was.  Good luck.
