"User is not authorized to perform this action" when trying to add admin to user after Orlando.

This just started happening after we upgraded to Orlando. Steps to reproduce on our instance;
1. Elevate admin security.
2. Add user to admin group.
3. Save
Error immediately pops up "User is not authorized to perform this action". This however does not happen to one of our non-production instances. Anyone experienced this?
