Re-send 'send-failed' emails

All,
Due to multiple reasons, i have many 'send-failed' emails which needs to be re-sent to the users. But i have multiple scenarios for the same.
1st Scenario: Inactive users email also will be will with the state as 'Send-failed' but we don't want to re-send email for this scenario.
2nd Scenario : Email actually failed with state as 'Send-failed'. but i have never seen ServiceNow picking up those emails for re-sending. Not sure why. FYI : 'Error String' field is empty in this scenario.
How do we automate this and make sure all the 'Send-failed' emails has been addressed and email sent to users without fail?

@Ankur Bawiskar, can you please help here as i am having such same scenario where i am having too many cases in sys_email table with type = send-failed. This happened because the mailbox was full. Now I want these failed emails to be resend. how can I achieve this?
