Service Catalog requests missing mandatory fields

We are facing multiple scenarios where users are able to submit request via the service portal without populating mandatory data.
When we tried to replicate the issue with the same user the request could not be submitted without entering the same mandatory fields.
Has anyone faced this issue in your SNOW instances, and can share me if there are any root causes identified for this issue?

Make sure they are really using the Service Portal and not the ITIL view (agent view), like:
https://[your_instance_here].service-now.com/catalog_home.do?sysparm_view=catalog_default
Also, double check your catalog item UI policies.

Its Not SNOW, its SN or ServiceNow.
Very strange issue. Might be clear cache and try , also remove all roles from user and add again.
