It is often not considered that an admin role is not meant to do everything, ServiceNow has created multiple roles to achieve its divine purpose. In this case, a Service Catalog Creator should only have a catalog_admin role.
The second is: The use of a catalog builder
A catalog builder is a wizard like framework that guides you on how to create a service catalog with a rapid phase with high degree of accuracy.
