ServiceNow has created different routes for creating a Service Catalog. As a platform, it has significantly grown and constantly improves every six months accompanied by the latest technologies.

The first one is: A delegated role of catalog_admin
It is often not considered that an admin role is not meant to do everything, ServiceNow has created multiple roles to achieve its divine purpose. In this case, a Service Catalog Creator should only have a catalog_admin role.
