Stonebranch job scheduler integration to create Incidents

Does anyone have experience/examples of integrating Stonebranch UAC to create incidents in ServiceNow? I am new admin and struggling with getting the Basic User credentials as I don't know if I have to give that user an ITIL license to make it work?

I have experience with creating an OAUTH user for ServiceGraph-Intune, but the developer is testing with Basic Auth with his userid and it is working. Trouble is he is sending a password, which I don't think is best, but we can do non-expiring passwords if it is to be.
If I use the OAUTH would I need Integration Hub to utilize the API?
I am probably just not connecting the dots and looking for advice.... thanks!

So we have gotten past the first step, but they created the UACuser like a 'regular ITIL' with ITIL user permissions, which I think is not what should be done, but it is DEV right now. That said, he has created the Incident from the Job Scheduler, however the Attachment on the Incident can only be seen by Admin or the UACuser id. Not sure which attachment ACL I should be referencing.
It appears that the attachment is coming into the Journal field, if I put an attachment in at the paperclip it is viewable by all.
Any help from the community for this rookie would be greatly appreciated.
