I created a ticket with Service Now Learning Team and they proposed updating the priorities to 100 and 200 respectively:

To my understanding the filter conditions should be written as follows:

Data Source	Filter Conditions
LANDesk	discovery_source=ServiceNow
ServiceNow	discovery_source!=LANDesk

I tried applying your solution but it too failed to validate the simlator task successfully (with same recommendation messages).

Please be aware that this is not the correct solution to this task. Please review the CMDB Paris Delta Features lesson for Reconciliation rules where a change took place on how to configure. This is due to the merging of Reconciliation and Precedence rules in Paris.
