I created a ticket with Service Now Learning Team and they proposed updating the priorities to 100 and 200 respectively:
That completed the task validation successfully.

Hi PHS,
Through multiple refreshes I was able to validate task 10 and 11 and the ram reflected the correct 2048 value.

I had the same issues and Vaughn's idea of refreshing worked with the marked solution. My advice for this task is refresh the site after every submission/action.

We have recently updated the validation code on Task 9 and Task 11 to remedy this shortcoming. Sorry for the long wait in us fixing this. We were not aware of this issue until very recently. Fixes from the ServiceNow team (from now on) will alert you to what is set incorrectly and give direction how to fix yourself, rather than fixing it directly and not explaining what was fixed. Our apologies.

Hi Chris,
I am still running into issues with this Task 9 validation as recently as a couple of minutes ago... I raised a Now Learning Case CS0072869 for this issue just now. It still does not seem that the error message provides any specific feedback about what exactly is wrong with the reconciliation rules I configured (see attached screenshot).
Regards,
Christopher

If you have set up your reconciliation rules with ANY filtering (3 tab in setup), remove it. Task 9 will not validate if you have any filtering in your reconciliation rules.
I am not at work today and am replying to this from my home iPad. If this has not solved your problem, I will take a look at your case on Monday.
In the updated instructions for Task 9, we have included a Note that contains a link to video instructions for this step. Watch the video. That should clear up in confusion.
