I created a ticket with Service Now Learning Team and they proposed updating the priorities to 100 and 200 respectively:
That completed the task validation successfully.

For anyone still experiencing this issue in 2025...
The wizard in Reconciliation Rules via CI Class Manager appears to not play well with Task Validation for Step 11. I found that by creating the filter conditions by going directly to [cmdb_reconciliation_definition] as @PHS1 has here, you avoid any bug that is currently impacting validation
