Internal Error 500 when Impersonate User after SanDiego upgrade on my PDI

When impersonating a User, I receive an Internal Error 500 after upgrading to SanDiego.  

I did run into this issue after the upgrade as well around Unknown User, but this guidance resolved the issue. I am unsure if they are related.

Most of the errors state the inability to handle a null request and this:
