how can i add a new workspace under global search

tried several ways of adding a workspace under the global search 
but couldn't figured out .

How can i view the service operations workspace under the global search even the searchenabled is set to false , please refer the below SS

the configurations provided in the documentation were already configured in my dev , but not listing under the global search
i have found one inappropriate behaviour in my PDI
the search enabled was in false and there were no global search configurations done or visible in the sys_ux_property.list
but still , how can i find the service operational workspace in the global search dropdown
