This would be used if your application is not required to follow the company scheduled maintenance window.

I think you may be talking about the "Exclude from conflict detection" as mentioned on this page: https://www.servicenow.com/docs/r/it-service-management/change-management/t_RunManualConflictDetecti...

Not sure but you may need to see if there is a property needed for that to be enabled but think that is the functionality you are looking for in the system.
