Occurred issue when entering into Standard Change request.

Hello everyone,
My issue is, when I impersonate the user who contains the ITIL role, and I try to enter into the Standard change request it was saying as not authorized. Please refer the below screenshots.
This is the standard change request page👆.
When I try to click Second highlighted link, I'm facing an error only when I impersonate the user containing the role ITIL as above mentioned.
Actual output needs to look like this👆.
Please help me to solve the issue. Thank you.

Hi,
Check categories 'sc_category' table and check the roles added for standard change category.
