Ai Agent Studio License restrictions Zurich

Hi everyone,
in Ai Agent Studio when trying to add a new agent i get
"Access is limited due to license restrictions. Please contact your system administrator for more information"

I have the following roles:

• admin

• sn_aia.admin

• sn_aia.viewer

Build:
Build name: Zurich
Build date: 09-23-2026_1515
Build tag: glide-zurich-07-01-2025__patch10-hotfix4bw39-09-18-2026

I have tried
1. repairing the 'Gen AI controller' plugin.
2. changing the system property(sn_nowassist_admin.ignoreFulfillerSubscriptionCheck)  value to True 
but nothing worked.

The following test returns true:
