Choice list modification not captured in update set

Hello Team,
I am asked to create a new choice in a resolution code of incident form. and this must be in alphabetical order so inorder to make it in alphabetical order i have made changes in values and sequences of the already existing choices but this is not getting captured in update set . only the newly created choice is captured in update set , may i know will the value and sequence change also be captured in update set or it should be a manual actions?

If you change the order field on each of the earlier choices then it should be captured

Yes value and sequence changes are manual actions unless you explicitly export/import those records.

Choice's update is record level change. Open the Updated choice (any update whether its order or other cahnge) record and Under related Link ->click on Forced to update set.
