is it a PDI or client's environment?
If a PDI, then you might try to log out, clear cache, log in and retry again.
If a client's env, you might do the same as above and eventually ask any of your colleagues to validate from their perspective.
EDIT: I also don't think there could be any "global outage" of any capability such as UI Builder..
