Yes, this is a known issue nowadays. PDIs are quickly allocated and assigned to users. You need to wait or keep trying after some time. Since PDI doesn’t come with support, waiting is the only option. ⏳

Log in to developer.servicenow.com to manage your PDI, including releasing it and requesting a new one.
Note: credentials to login to your developer account are not the same as the credentials to login into your PDI.
