The two features available for both Scoped and Global Applications are:
Develop in Studio : Both Global and Scoped applications can be opened and developed in ServiceNow Studio, which provides a development environment for creating tables, scripts, UI components, etc.
Flow Designer link: Both application types can create and manage automation using ServiceNow Flow Designer, so the Flow Designer link is available in each.
