Why didn't PDI users see FlowDesigner

I need practical experience to master the development and use of serviceNow. The process is too closed, and I can only start learning after joining the enterprise user after work, which is uncertain for both the risk and cost of the enterprise. This goes against the concept of cost saving advocated by ServiceNow for enterprises

You will be given access to learning instances with Flow Designer installed, so you can get practical experience as you learn.

What makes you assume that Flow Designer is not visible in a PDI?
