Actual cost on project tasks

In our SPM we register time on project tasks, ones approved expense lines are created accordingly.
However. although we find the actual cost on project level, we don't find actual cost on project tasks, making analysis on planned versus actual impossible on project tasks.

Is this an out of the box behavior, is this configurable by settings or how can this be made available?

OOB your expense lines are rolled up to your project. Tasks are just assisting in getting the project finished. OOB there also aren't costs specified on the project tasks, so if you do have planned cost vs actual cost on task level, that is custom by default. Of course you can change it, but that means that you have to roll up the cost to the task instead of the project and change calculation to be updating the task cost to the project.
And this is not through settings, that's changing the way the system is designed to work. Since your question is if it is OOB, you could find the people that made cost available on task level and ask them why this was customized in the first place.
