Actual End Date on Project

Hi community!
I need a bit of clarification regarding the behavior of the "Actual End Date" on the project. Based on my research, this date is set based on the actual end date of the project task with the lowest priority(the date that is furthest out).
Is this OOB or is there a way to configure this behavior?

Actual End Date comes from when the tasks are CLOSED Completed.
Planned End Date is calculated by the latest planned date of any task

However, note the time component in the actual start and end dates depends on the value of the Derive time component from planned dates field in the Preferences tab when you manually populate the actual dates.
When you change the State or Percent complete of the project, the actual dates are auto-populated with the time component copied from the planned dates. The value of the Derive time component from planned dates field has no effect on the time component of actual dates in this case.

I have a user asking about this, she doesn't want the last task's "planned end date" as the project "actual end date", she wants the current date/time as the project actual end date. I do not seem to have a preferences tab, however. Is this on the project record form view? I find a project preferences module, but it's just a handful of properties from the looks of it, and I do not see this one. Thanks!
Edit - then there's this, it seems putting the planned end date into actual end date is intended? My user swears that this wasn't behaving this way even a few weeks ago, but according to this note, it's been that way since London.

Hi Heather,
Tasks will always have a Baseline and Planned/Actual start and end dates. Till the task is WIP planned end date is considered and once the task is 100% complete the planned date becomes the actual end date. This might sound little confusing but this is how MS Project works and ServiceNow also to a certain extent.
You need to consider keeping your planned date always as per current progress as doing so will reflect if the project is ahead or behind schedule as compared to baseline.
