How do I create scrum groups with below roles?

A non-admin user wants to create stories who has ITIL,ITIL_ADMIN, USER_ADMIN and all SCRUM roles, how can a user create a group from Agile Development-->Groups module since it displays below error and also from the stories, he/she can't assign a story to assignment group from Agile Development --> All Stories (when user clicks on "Assign to release/group")which gives the null group as below screenshots.

Can anyone help me with setting up the Scrum groups and story group assignment for Agile Development application?

You need to configure AGILE groups with below filters in sys_user_group.LIST

Yes, I tried but it didn't work for me.

When opening a group on the groups list add “Agile Team” in the Type field then the right roles applies
