When I create a new story how is it ranked in a backlog? Does it appear at the bottom?
If a story appears on more than 1 backlog, what happens to backlog A if you change the priority on backlog B?
If you select an epic and change a story's priority, what happens to the order/priority of stories on the "All Stories" view?

Backlog order and Priority are two separate things, and I think that's where most of this untangles.
What you see on the backlog comes from a rank value on the story record, global_rank on rm_story, not from the Priority field. Lower value sits higher up. A new story lands at the bottom, on the last page of the backlog, so on a big backlog it can look like it never got created. Priority is just an attribute you can sort or filter on. Changing it doesn't move anything on the board by itself.
The multi-backlog part is the one I'd be careful about. As far as I can tell there's only one rank value per story, and backlogs are filtered views over the same stories, so reordering in backlog B does move it in backlog A. That's from the docs plus other people reporting the same thing, I haven't confirmed it myself.
1. Which release are you on, and is this Agile Development 2.0 or have you moved to Common Work Management?
2. What is "All Stories" for you, a backlog, the agile board, or a standard list view?
3. When you say changing priority, do you mean editing the Priority field, or dragging the story up and down?
4. How does the same story end up on two backlogs, two personal backlogs, or a product backlog plus a sprint one?
If that works for you, mind marking it as the recommended solution? Helps me support these better for the community.
