Budget allocation process in Demand/Project classic UI

We are trying to understand how budget allocation works in demand and project in classic UI. we are able to understand that user will use the related link 'Demand Budget' or 'Project budget' to create budget record in Demand/Project. Is there any other option available for user to create and use the budgets.
Please not that we are not looking for the new budget allocation under Financials in SPW or PW.
